Professor Michael E. Smith is the Chair of International Relations at the University of Aberdeen and one of the world’s leading experts on European security policy and strategy. Currently, he is undertaking a multi-year investigation into the rapid growth of EU crisis management/conflict resolution operations. In this talk, Prof. Smith is going to look at the expansion of the European Union’s global presence which has been to such a degree over the past several decades that many observers are calling for an "EU grand strategy" to improve its external effectiveness. Prof. Smith argues that the EU already has a grand strategy and that it is working to put that strategy into practice. However, he also points out that the foreign/security policy reforms of the Treaty of Lisbon have complicated the EU's pursuit of its grand strategy, and it will take several years before the Treaty reforms will work as intended.
