Since 2003, the EU has initiated more than two dozen independent security assistance operations under its Common Security and Defence Policy. Yet it is still considered a marginal player in terms of handling major foreign crises, particularly regarding its own ‘neighbourhood’ (i.e., Egypt, Libya, Syria, and Ukraine). This talk explains why the EU remains, and is likely to remain, a limited actor in terms of security/defence capabilities, and examines the specific areas of opportunity where it can make a unique contribution to regional security while leaving territorial defence to NATO.
