Course Description

  • help matching those who look for a home with those offering one
  • decide which home purchases should be financed and how
  • devise policies so that those who cannot afford to engage in the private sector can nonetheless have a decent place to live
  • act as arbitrator between landlord and tenant
  • act as factor on behalf of a group of owners otherwise free riding and negative externalities would prevail
