The transport planning process is central to ensuring the implementation of high-quality transport projects. In this course, students will be introduced to the transport planning process, including appraisal, environmental impact assessment, and evaluation. The course will familiarise students with regulatory and data requirements and setting of specific, measurable, assignable, realistic and time-related (SMART) targets and metrics, through to methods of transport evaluation including cost-benefit and cost-effectiveness analysis.

The transport planning and implementation process is designed to ensure that transport projects respond effectively to identified needs and objectives, consider alternative options, and are evaluated to determine their efficacy. The process of ensuring that this is done in accordance with regulatory requirements includes project appraisal, considerations of environmental impacts, and evaluation following completion.
In this class, students will be introduced to the transport planning process with attention to each of these steps, to ensure that they have knowledge of the requirements for enacting transport change. While the specific methodology addressed will be based on UK requirements, the approaches utilised are applicable across a wide range of countries.
The class will provide a systematic and deliberative overview of the theory and methods used in the transport planning process, including requirements for data and objective-setting, option development, cost-benefit analysis (including both economic and social factors), environmental analysis, and development of evaluation plans. In this way, students will gain a broad understanding of the applicability of methods and topics addressed in the overall course, as well as pragmatic knowledge that can be utilised in the workforce.
