Biography
Leonard Sebucensha is a PhD Researcher in energy and climate change law at the University of Aberdeen. He was awarded a University of Aberdeen School of Law PhD Merit Scholarship to carry out this research project.
Leonard is currently researching on the legal and institutional framework on the use of emission trading system (ETS) to decarbonise the East African Energy Sector for sustainable development. His research highlights the central role of the ETS for the clean energy transition policy insofar as it can cap greenhouse gas emissions and provide necessary resources for the development of clean energy transition in the EAC power sector which is the backbone of the region’s sustainable development.
Prior to commencing his PhD Research, Leonard was a Lecturer at the University of Rwanda, a Consultant and an Advocate qualified to practice in Rwanda and the East African Community. He holds a Master of Business Law Degree with distinction and a Bachelor of Law Degree with distinction from the National University of Rwanda, and a Postgraduate Diploma in Legal Practice from the Institute of Legal Practice and Development. He has carried out high impact consulting for legal development especially his work on development and drafting the Draft Law on biological diversity in Rwanda which was passed into Law in 2021. At the University of Aberdeen, he has been a Tutor and Research Assistant.
