Policy-carrying data: towards a data-sharing economy

Abstract:

This seminar will introduce a formal model (drawing upon notions from normative multiagent systems) to regulate data access, and secondly a computational model that allows both for the validation of specific use cases and the verification of the policy against criteria. Some of the existing literature on access policy identifies roles as a key enabler, with which we concur, but much of the rest focusses on authentication and authorisation technology, including those who have also independently used the term policy-carrying data. In contrast the notion of policy we present is a step towards expression of the normative principles espoused by Berners-Lee’s bill of rights for the internet and offers the potential for a concrete link to human-readable but machine-processable privacy policies that properly reflect a governing jurisdiction.
