An Illiberal Democracy in the Making: Biases and Preferences in the New Hungarian Constitution
Contextualized in broader discussions concerning the challenges of multilevel constitutionalism and the peculiarity of constitutional identity, the talk provides an assessment of Hungary’s illiberal democracy model, as set forth by the preferences enshrined in its recently adopted constitution.

Pap is research chair and head of department for the study of constitutionalism and the rule of law at the Hungarian Academy of Sciences Centre for Social Sciences Institute for Legal Studies and Associate Professor at Eötvös University (ELTE) Faculty of Humanities, Institute of Philosophy and the Law Enforcement Faculty of the National Public Administration University, as well as Recurrent Visiting Professor at Central European University’s Nationalism Studies Program in Hungary.
