The International Legal Framework Governing the Use of Force against Islamic State
Forcible measures against Islamic State (IS) have been undertaken by a US-led
coalition of states since the summer of 2014. While these measures were initially
restricted to action in Iraq, and with the Iraqi government’s consent, they have since
been expanded into Syrian territory, albeit in the absence of the consent of the Syrian
government. Action has also been taken against IS positions within Libyan territory.
There has been a lot of media coverage of these forcible measures, but relatively little
assessment of them under international law. This seminar seeks to set out and clarify
the legal framework governing them and, ultimately, to provide an assessment as to
their legality.
