Norway possesses one of the best wind resources in Europe and arguably the world, and it is a country that prides itself on a policy of renewable electricity generation through hydropower. Equinor is a world leaders in offshore wind electricity generation, with a strong presence in the UK and the US. Also, other offshore wind industry players, such as shipping companies or turbine developers, are based in Norway.

 

Despite this, the Norwegian State lacks detailed regulation for offshore wind farms installation and operation – currently an administrative regulation is being discussed – and has not authorized any areas for offshore wind electricity generation activity, partly due to strong opposition to wind energy from both the population and politicians. This seminar considers the reasons why such opposition exists and evaluates existing and proposed legal regimes including whether they would assist a Green Energy Transition and further develop offshore wind technology.”
