Join us for a live streaming of this year's annual Garner Lecture. We are delighted to welcome Richard Macrory, CBE, Hon KC, as our distinguished speaker. Richard is one of the leading environmental lawyers of his generation, and has had a significant influence of the development of British environmental law and policy. A UKELA patron, he was also our very first chair.

Richard promises to provide insights from his experiences, and will pose broader questions about the future of environmental law, including:

  • We have now created a vast body of specialized laws, but are they providing the answers?   
  • Do we need to think about some fundamental principles of law to develop? 
  • And,since enforcement is Richard's number one issue, he will address unfinished business on sanctions, and future challenges on enforcement.
 

About Richard Macrory

Richard is a non-executive board member of the Office for Environmental Protection, an Emeritus Professor with the Faculty of Laws, University College, London and a Research Fellow at Linacre College, Oxford. He served as a board member of the Environment Agency England and Wales between 1999 and 2004, and was a long-standing member of the Royal Commission on Environmental Pollution.  In 2006, led the Cabinet Office Review on Regulatory Sanctions and his recommendations led to profound changes in the design and enforcement of sanctions in England and Wales.

He was the founding editor of the Journal of Environmental Law, and is the author of several books on environmental law including Regulation Enforcement and Governance in Environmental Law (2nd edition 2014) and Irresolute Clay – Shaping the Foundations of Modern Environmental Law (2020), and over 150 articles on various aspects of environmental law.
