AI ethics initiatives and statements are currently proliferating around the world, from both public agencies and private companies, and also via multistakeholder initiatives. This presentation gives an overview of how the 'big jurisdictions' and geopolitical actors, namely the EU, US, China and India, are or are not addressing this topic. Is a global consensus emerging around AI governance and ethics? Or will we see fragmentation and a ‘might is right’ approach? Also are the Big Jurisdictions engaging in an exercise of ‘ethics washing’ by setting non-binding standards which diverge from these governments’ actual practices? These Big Jurisdictions’ approaches to the regulation and governance of other predecessor digital technologies will also be considered to give a longer view of digital technology governance and regulation in an increasingly multipolar world.
Dr Angela Daly is Senior Lecturer in Strathclyde Law School and co-directs the newly relaunched Strathclyde Centre for Internet Law & Policy. She is a socio-legal scholar specialised in the regulation of new (digital) technologies and recently joined Strathclyde after working at the Chinese University of Hong Kong, Queensland University of Technology and Swinburne University of Technology. She is the author of Private Power, Online Information Flows and EU Law: Mind the Gap (Hart 2016) and Socio-Legal Aspects of the 3D Printing Revolution (Palgrave 2016) and co-editor of the open access Good Data collection (INC 2019).
