Abstract

The law of the sea is both a complex and fascinating subject. It is the area of law that makes it possible for states to extend their spatial jurisdiction into the sea and establish their rights and obligations within certain jurisdictional zones such as the territorial sea, the continental shelf and the Exclusive Economic Zone. On the other hand, with the extension of maritime jurisdiction over resources to 200 nautical miles or more, many areas promising in oil and gas are now under overlapping sovereign and jurisdictional claims.

This seminar will explore this issue from the perspective of public international law - that is to say the rules and principles that bind states in their international relations concerning the uses of the oceans and the seas. While providing an overview of the intrinsic correlation between the problems associated with maritime boundary delimitation and oil and gas development, the seminar will highlight the importance of Joint Petroleum Development (also known as Joint Development Agreements, JDAs) as a useful and practical solution where disputes over boundary delimitation remain deadlocked over a long period of time.
