Professor Laurence Lustgarten from the University of Oxford will speak as part of the Law School's research seminar series 2014-15 on "The Arms Trade Treaty: What Does it Seek to Do, and How Effective is it Likely to Be?"
Abstract
The Arms Trade Treaty, approved by the UN General Assembly in April 2013 and likely to come into force by the end of this year, is the first global agreement to regulate the transfer of arms in world history. For that alone it is an achievement worth marking; but it has many gaps and weaknesses, and fell far short of what its most active proponents sought to achieve. The talk assesses the purposes of global regulation of arms transfers, the extent to which the Treaty has realised those purposes, and its likely future in the next decade.
