'Parliament's Power to Bind Itself'

Dr Adam Tucker from the University of York will speak on, 'Parliament's Power to Bind Itself' as part of the Law School's research seminar series 2013-14.

The paper is an (early) draft chapter from a monograph I am working on about Parliamentary Sovereignty.  It revisits the question of parliament's power to bind itself.  I reject the dominant "manner and form" approach to the question, at least as a way of explaining real instances of parliaments binding their successors.  Instead, I defend what I call the "weak commitment" model to the problem.  This model has the dual virtues of coherently explaining the cases and being an attractive approach for the constitution to adopt.
