Statutory duties to consult have proliferated in recent years. They appear to hold out a promise that the procedural protections of judicial review should be available not just in relation to decisions affecting individuals personally but to support political participation in a much broader sense.  Has the statutory conferral of duties to consult effectively enhanced political participation? Should a requisite degree of political participation be legally enforceable and if so when and by what measure?
