The latest HERU Blog post highlights our recent paper demonstrating how a failure to update the measure used to calculate public sector resource allocation impacted on NHS funding in England and Wales. Our research shows that not updating the evidence used to calculate the staff Market Forces Factor caused a discrepancy in the funding allocation after the 2008 financial crash. As the economic effects of COVID-19 emerge it is important that changes in the economy are reflected in the evidence used to make financial policy decisions.
