This tool is tailored for small civil society organisations working in international development, though not exclusively for their use. It draws heavily on the experience of established effectiveness initiatives and codes, including the DAC Accountability framework and PQASSO, but fills a 'gap in the market' for these small internationally focused NGOs. This work is part of our Effectiveness programme which is working to drive up standards in our sector.
