The Skill Mismatch Challenge in Europe: Revisiting an old culprit?
Abstract:
Skill mismatch has increased during the Great Recession in the EU. Yet despite the abundant pool of unemployed workers, one in three employers in Europe still face difficulties in finding suitably skilled workers. At the same time, the expansion of higher education systems in EU countries has led to growing concerns about the lost productivity of over-qualification, whereby a growing number of higher education graduates appear to be taking up lower-skilled jobs. The aim of this talk is to critically assess the evidence and claims made regarding the underlying reasons for skill mismatch. Using several European data sources, the incidence and determinants of cross-country differences in mismatch are analysed. Appropriate policy conclusions, also given projected forecasts of employment growth in European member states, will be considered.
