Abstract:

This paper employs the Subalternity framework to explore how trajectories of informality materialize within formal governance systems, particularly during crises such as the COVID-19 pandemic, when these systems struggle to uphold public accountability and address social issues effectively. By examining Sri Lanka's welfare distribution program during the pandemic, we analyse the complex interplay between informality and formality within governance structures, and how accountability is redefined and negotiated within this informal-formal dualism, resulting in a deregulated state form. Our findings contribute to the critical accounting and governance literature in the Global South, where capitalism and associated governance systems have developed uniquely.

We theorize how formal accountability mechanisms are intertwined with informal local practices to address persistent inequalities. This research highlights the COVID-19 emergency as a critical moment that exposes the inherent challenges of maintaining public accountability within the crises of capitalism in postcolonial subaltern contexts.
